Abstract

Proposed is an adaptive quantisation scheme that utilises two complementary scalar quantisers at the block level. The quantisers restrict the sum of absolute quantisation errors (SAQE) within the expected SAQE for a block, given that the inputs of quantisation are uniformly distributed. Integrated into H.264, a significant improvement in coding performance was achieved with little complexity.
